Site for handling digital downloads and new EU VAT

I was looking down a page on Facebook about the EU VAT stuff and found a link to tjis site:

You can upload your e-books, tutorials, files etc to the site, set your price, then when EU buyers go to the checkout, they are asked for billing info and the tax for their country is added:
