I'm not a big needle felter, but I think if the fabric can support the needle felting you wouldn't need to wet felt it unless you wanted a different look. Depending on the wool content of the fabric, 100% will probably shrink when wet. However, you can control shrinkage by checking the size frequently throughout the felting process. I would think most wol fabrics would be able to be needlefelted unless the weave is very, very loose. I look forward to seeing your projects be sure to post pics of your process and final results!

Yes you can do it. you can do a light wet felting of the new wool you have added just to make a skin on it so it will stand up better. I t also gets rid of the needle holes. mostly I have done woven wool that has been well fulled first. I do sock instead of darning them. I have done denim. I did a jean jacket and I used to do my daughter's jeans. I would needle felt a picture over a hole to patch it.
