I have made a small piece, a design. I plan to sew it onto a tote bag. I am concerned that it will be affected by wear and tear, no matter how well I felt it.
Does anyone know of some kind of fabric protection that could be painted or sprayed onto to the surface?

I think anything that will protect it will make it hard.

I decorated a jute tote bag with rough cut material petals and rough machine stitching - lots of frayed edges - several years ago. The bag is folded and rattles around at the bottom of my day-bag to be dragged out when I need it. It's still looking ok!
The felt design you sew on will probably age at the same rate as the bag it's put onto, so don't worry about it just do it and enjoy the bag.

I have found that nuno felt on slippers makes them more long lasting than plain felt. The fabric seems to give it more strength and it pills less.
