I can't tell from the photo that it looks dirty. I had trouble opening it, then couldn't enlarge it to get a good look. White roving isn't usually really white to begin with. I don't think there is getting around white on black being grayed. Perhaps another member has a suggestion. I think the scarf is lovely.

I managed to open it with photoshop, is it called midnight sun? I couldn't see a big image but the white in the image I did see looks white, it pops against the black and blue and yellow, I really like it :-)

Thanks ladies. Maybe I'm worrying too much about nothing. Not sure why my attachment was a problem to open. Will look into that for next one.

I think the scarf looks fine too. If you want less migration of one color to the other, you need to add more layers of wool on the top. So if black is your bottom layer, then use more white on the top layer. But you will always get some migration especially if you are using different types of wool with differing amounts of coarseness.
It also helps if you use a thick prefelt for the top layer and get the bottom layer to prefelt stage before adding the top layer of prefelt. Then you'll have less migration from one prefelt to the other but you'll still have some.

Thanks Ruth, Ok this sounds like a plan. I'll use prefect next time, and before i apply i will get my bottom layer to the prefect stage first.

I think there are a couple of things you could try:
Perhaps needle felting some more white roving over your white should help to brighten your colours again but you will get more white migrating through to other side, not sure if that will be an issue?
The other option is to create a mosaic/inlay design where you would create prefelts then cut the shapes of the white pieces out of the black, insert your white pieces into the holes, tack into place with a few stitches and felt, you might get a little bit of colour migration around the edges of the shapes but on the whole the colours should remain "clean".
Good luck!

Thanks Teri- the 2nd option you suggested is something I can try.

I opened the picture without a problem. having wool migrate is what makes it felt. It doesn't always work the way you think or plan. You can use it to your advantage sometimes. You can create a new colour. You can try shaving it with a razor. it will get rid of the black that is sticking up through and make it look a little cleaner.
