Felicity, I do know how this feels, and I am sorry and feel your pain. After retiring from the field of education 5 years ago, I opened a “vintage collectibles” shop on Etsy. Most of the customers have been wonderful, but there have been scams as well. As in, I never got the package (Bulgaria) and I never received the item (Brazil). There has also been “this item was received damaged…” with silk threads purposely pulled out of the seam.
What I have learned so far is that the scammers have one or two things in common: they are not regular Etsy customers. They may have never bought previously on the site and may never do so again, unless under a changed scammer’s name. They will not accept your offer to refund fully, including return postage. They don’t really want you to take the item back. They just want a lower price, or no price…for free.
Unfortunately, there is no current system for review of buyers on Etsy, although there was a few years ago.

So sorry this happened to you, Felicity, I hope sending the invoice works.
I've had very few positive experiences of selling 'real items' via etsy unfortunately. I think the only item I know actually arrived at its destination was one which got returned. Very few people leave feedback or even say their item arrived.
I get some weird 'complaints' or queries about digital downloads, but it's far less hassle than sending things.
