Well, it is not paper at all. Here is a photo It looks to me like it was made similar to silk paper, but the fibres are not silk - I think it is some artificial material fused together. Our florists keep this stuff for wrapping gifts. It has large holes and the wool can easily penetrate through.

I got some of that stuff with some flowers a couple of weeks ago, Nada, and thought the same thing. It's good to know it does work so i don't have to waste any on a sample first!
