Ann - maybe the spring has seized up? If it has, a little machine oil and manipulation should free it.
You defo need the feed dogs down otherwise they will drag on the felt.
Even if you do free motion sewing with no foot at all (some people do) you still need to have the foot stalk in the down position otherwise it can muck up the stitching.
Have you tried backing your felt before you sew? Try some lightweight iron-on interfacing/stabiliser. It makes the stitching easier.
