Could someone tell me what it means to use a steaming method. I'm not sure I understand the process. When and why would I choose to do this. When making bowls, I do have issues with making the sides really smooth.

You can heat up wool with steam and reshape it. This can be while still wet or even after it's dry. By stretching or pinching or maneuvering the felt while it is hot and damp, it will hold the new form if held in that position after steaming and reshaping.

Depending on size and shape you can do this in the microwave over a jug of water. Just be careful when u take it out!!

if the hat is wet you can just pop it into the microwave . Careful not to overheat it will burn you or when dry use a steamer, kettle.
